Pipeline Integrity Management

Development of Gas Pipeline Integrity Management Program (IMP) procedures for the Northeast Gas Association (NGA) and selected members of the Southern Gas Association (SGA). These detailed procedures comply with DOT/OPS 49 CFR 192 Subpart O regulations and inspection protocols. Customization of these procedures for National Fuel Gas Supply Company (NY &PA) ConEd (NY City), Vermont Gas, and Orange and Rockland Gas Utilities Company.

Development of Liquid Integrity Management Program (IMP) procedures for liquid and HVL pipeline operators for compliance with DOT/OPS 49 CFR 195.452 regulations (Eastman and Mustang Pipelines in Texas, Phillips Alaska, BP Alaska, Plains All America Pipeline and Link Energy (formerly EOTT Energy Represented pipeline clients during federal DOT/OPS Comprehensive protocol inspections.

Operational Reliability Assessments

Development of Operational Reliability Assessment (ORA) procedures for Longhorn Partners Pipeline (Longhorn), a 695-mile crude oil-to-products pipeline conversion project in Texas. Procedures included: predicting pressure-cycle-induced fatigue crack growth in ERW and EFW pipe utilizing ILI and hydrostatic pressure test data; statistical probability prediction and management of corrosion growth utilizing HRMFL ILI, CP, and corrosion coupon data; monitoring and prevention of pipeline damage from faults, water forces, and third party damage (TPD); and, record keeping / reporting procedures.

Compliance Management & Training

TE Products Pipeline Company (TEPPCO); Centennial Pipeline Company; Natural Gas Pipeline Company of America; Panhandle Eastern Pipeline Company; GPM Gas Corporation; Baker Hughes; Inc - Environmental Awareness /Compliance Training Programs. Development a classroom presentation of environmental compliance training programs including preparation of participant training manuals. Specific expertise in wastewater and storm water management, Community and Worker Right-to-Know, SPCC regulations, and spill reporting.

Permitting

Cameron Highway Oil Pipeline System - Construction Permitting, Texas. Prepared Storm Water Pollution Prevention Plans (SWPPP) and SPCC plans for a new offshore/ onshore crude oil pipeline construction project for delivery of Gulf of Mexico crude oil to refineries in Nederland and Texas City, TX. Identified Texas Railroad Commission, EPA, and DOT requirements for hydrostatic test water discharges and integrity management. Prepared NPDES permit applications for hydrostatic test water discharges. Prepared non-environmental permits and clearances procedures and checklists for TX DOT, county, city, railroad ROW, and other local entities.

Ecological Analyses

Confidential Client - Interstate Products Pipeline High Consequence Area (HCA) Impact Analysis. Project design and management oversight for identification of liquid petroleum pipeline segments that could impact High Consequence Areas (HCAs) under 49 CFR Part 195 regulations (includes sensitive ecological areas and public drinking water sources). Pipeline extended from Texas to Illinois. Project included compilation of HCA databases in various states and GIS data analyses.
