Ronnie P. Glenewinkel

Mr. Glenewinkel has sixteen years of experience in interstate gas pipeline regulatory, certificate, and contractual matters. He has strong leadership skills in managing and supervising professionals in the business and environmental areas. His experience includes preparing, coordinating, and filing projects with the Federal Energy Regulatory Commission (FERC) and obtaining approval of major tariff changes and certificated projects. He also has six years experience in environmental services management.

Summary of Experience

Project Manager

• Responsible for directing and coordinating ENSR personnel and multiple subcontractors involved with the project's civil, archaeological, and environmental surveys in order to facilitate the preparation and filing of FERC resource reports, permit applications, and other agency documentation for a 112 mile 36-inch diameter natural gas pipeline in Mississippi and Alabama. Responsible for coordination with engineering firm for project design. Attended agency public scoping meetings and adhered to stringent FERC and client deadlines.
• Responsible for coordinating field surveys and preparing various documents for submittal to agencies on several pipeline projects in East Texas and Louisiana.
• Responsible for coordinating field surveys, serving as facilitator between engineering and client, preparation of FERC 7(c) certificate application and associated permits.
• Assisted in the preparation of FERC documents for the Sections 3(a) and 7(c) certificate applications.
• Developed permitting strategies and obtained all required federal, state, and local environmental permits for the construction of approximately 8 miles of natural gas pipeline in Greene County, Mississippi.

Project Site Manager - Receiving Terminal / Pipeline

• Responsible for a Gulf Coast LNG facility and associated 27 miles of 36-inch natural gas pipeline. Responsible for directing and coordinating URS personnel and subcontractors involved with the project's civil, archaeological, and environmental surveys in order to facilitate the preparation and filing of FERC resource reports, permit applications, and other agency documentation. Responsible for coordination with outside engineering firm for project design. Attended agency public scoping meetings.

Environmental Inspection / Management

• Assisted with the environmental inspection / monitoring / restoration and associated reporting of the pipeline right-of-way for approximately 150 miles through two state forests and one state park. Managed environmental inspectors, work crews, and contractor equipment during pipeline installation, right-of-way restoration and final cleanup; directed proper installation of erosion control structures on the pipeline right-of-way. Interacted with agency representatives.

Other Relevant Experience

• Development of marketing strategies and conducted marketing activities to increase client base. Development of strategies for environmental permitting with federal, state, and local agencies. Preparation of consultation/clearance letters to federal, state, and local regulatory agencies to obtain timely clearances for projects. Preparation of Stormwater Notices of Intents and Plans, US Army Corps of Engineers Permit Applications, water acquisition and hydrostatic test water discharge permit applications.

• Supervised and managed the Texas Eastern Transmission Corporation (Texas Eastern) certificates department consisting of three employees in the preparation of all 7(c), abandonment filings, and other certificated related matters. Assisted in directing and coordinating the efforts of the marketing, legal, construction, engineering, environmental, transmission, system design, and cost of service departments in the preparation of all materials required for such filings. Established and maintained relationship with FERC staff as focal point for all questions related to certificate matters for Texas Eastern.
• Supervised, under stringent deadlines, the tariff, transportation, and administration department consisting of eight employees; responsible for the preparation and filling of all tariff revisions with the FERC and ensuring FERC approval maximized return. Communicated with customers and Marketing to secure contracts from customers to assure timely filing. Assisted in directing the Legal, Marketing, Gas Supply, Engineering, System Design, and Accounting groups in the implementation of the tariff. Organized the necessary resources, planned and controlled the process, and evaluated the results for developing and implementing the Order No. 636 restructuring tariff. Reviewed and analyzed the FERC regulations, orders, and rulemakings, as well as filings made by Texas Eastern's suppliers and competitors to assess the impact on Texas Eastern. Developed technical and interpersonal relationship skills at the subordinate level necessary to ensure the satisfaction of individual goals as well as those of Texas Eastern.
• Prepared tariff and service agreement filings for Panhandle Eastern Pipeline Company, Trunkline Gas Company, Trunkline LNG Company, and Southwest Gas Storage Company. Drafted and reviewed gas contracts. Prepared data for FERC Forms 2 and 11 on a monthly and annual basis. Revised and filed transportation and exchange agreements on an annual basis in coordination with the customer.
• Represented Employers Insurance of Texas (Seguin, Texas). Consistently ranked in the Top Ten for first year agents.
• Effectively coordinated with managerial, engineering, and senior legal staff in the preparation of all FERC tariff filings related to rate cases, FERC directives, and new projects. Drafted and revised sales, storage, transportation, and exchange agreements. Communicated with customers concerning tariff and contractual matters. Verified billing volumes and prices. Attended and reported on competitor conferences and hearings as intervener.
• Monitored daily drilling activities and costs for onshore and offshore wells and prepared weekly reports utilized in management meetings. Prepared regulatory documents and dealt with related technical aspects of associated exploration and production departments. Developed a monthly cost forecast.
