Mr. Poynor has over 17 years of environmental expertise with broad experience in regulatory compliance, contaminant assessment and remediation. Management experience includes directing and supervising all phases of assessments and remediation projects. Mr. Poynor has specific experience in the assessment and remediation of soils and ground water impacted by crude oil, gasoline, diesel, condensate, jet fuels, PCBs, chlorinated hydrocarbons, and lead; design and oversight of waste reclamation of characteristically hazardous and non-hazardous sludges and tank bottoms; design of water treatment systems; design and oversight of large scale excavation and remediation projects; testing and interpretation of aquifer characteristics; supervising remediation system installation and operations and maintenance activities. Project management experience includes: site assessments, UST removal projects, remediation system installation, and remediation system monitoring; decommissioning of tank farms; superfund site management; preparing various assessment and compliance reports for submission to federal, state and local regulatory agencies; preparing and obtaining NPDES permits; preparing SPCC Plans; designing and managing bioremediation activities.

Summary of Experience

Remediation and Project Management

Mr. Poynor has managed more than 100 projects involving groundwater contamination by hazardous and non-hazardous wastes. Contaminants include VOCs, SVOCs, PAH, metals, pesticides and herbicides, as well as projects involving contamination be sulfates, nitrates, chlorides, etc. In addition, he has performed numerous groundwater studies and development projects. Under the direction and control of Mr. Poynor, approximately 2,150 cubic yards of chromium contaminated soil were excavated adjacent to and underneath four existing cooling towers at a manufacturing facility. The excavated soil and removed concrete cooling tower footings were transported off-site for disposal. All identified chromium-contaminated soil was successfully removed to approval of the ADPC&E.

Mr. Poynor has worked with numerous federal agencies including the U.S. EPA and Bureau of Indian Affairs, and state environmental agencies in Louisiana, Oklahoma, New Mexico, Colorado, Wyoming, Arkansas, Kansas, and Missouri.

Regulatory Compliance

Mr. Poynor has performed and provided oversight on environmental, health and safety regulatory compliance matters for many clients and projects. Worked with client Health and Safety Officers to develop and implement Corporate Health and Safety policies as well as recordkeeping requirements to Project Safety Supervisors and Project Managers.

Litigation Support

Provides expert consulting and litigation support services for environmental impacts to soil and groundwater. Case experience includes toxic tort claims, environmental impairment to personal property, real estate and facilities, quantification of environmental damage claims, and environmental trespass. Provided litigation support for settlements varying in size up to $10,000,000.

Environmental Assessments/Due Diligence

Mr. Poynor has been involved with environmental assessments of commercial and industrial properties, operating facilities, and right-of-ways throughout the U.S. These projects range from RCRA, permitted industrial and manufacturing facilities to undeveloped tracts in rural areas. Mr. Poynor has conducted pre-acquisition due diligence on natural gas processing plants and various industrial properties.

Risk Assessment

Mr. Poynor has conducted several Risk Assessments specifically for Natural Gas Processing Plants. The risk assessments were conducted to determine clear remedial objectives and closure criteria. Risk assessment results were utilized in litigation support to determine actual environmental impairment and establish a reasonable escrow account intended for remediation and closure activities. Mr. Poynor developed a comprehensive Ground Water Sampling and Analysis program, including statistical data analysis, to verify the Risk Assessment calculations.
